LUSBY, Md. – In a major drug bust in Calvert County, authorities arrested Kenneth Eugene Rollins Jr., Chelsea Lee Hoofnagle, and Daniel Wayne Grover on September 26, 2024. The three individuals were apprehended as part of a sting operation by the Calvert County Drug Enforcement Unit (DEU) after months of surveillance and years of prior investigations into drug-related offenses.
Kenneth Eugene Rollins Jr., 46, of Solomons, Maryland, had long been suspected by law enforcement of distributing controlled dangerous substances (CDS). Over several years, tips from local residents and investigations by the Calvert County Sheriff’s Office identified Rollins as a repeat offender involved in the sale of illegal narcotics. Rollins had previously faced multiple charges and arrests for drug distribution, including an attempt earlier in 2024 to cooperate with authorities as a confidential informant. However, after a brief stint in rehab, Rollins returned to his illicit activities.
The latest operation unfolded at Solomons Landing Apartments, where the DEU had been conducting surveillance. Investigators observed Rollins conducting hand-to-hand drug transactions with Daniel Wayne Grover, 42, and Chelsea Lee Hoofnagle, 38, both of whom were also under suspicion for drug-related activities. Detectives witnessed Grover receiving Xanax from Rollins and Hoofnagle attempting to conceal crack cocaine by swallowing it during the arrest. Officers intervened, using physical tactics to prevent her from destroying the evidence.
According to the DEU, Hoofnagle had a history of involvement in lower-level drug distribution and had been a regular customer of Rollins. Grover, who admitted to purchasing Xanax from Rollins, was cooperative with authorities after his arrest, while Hoofnagle struggled with law enforcement as she tried to ingest the drugs.
Rollins, Hoofnagle, and Grover were all charged with multiple drug offenses, including the distribution of Xanax and crack cocaine, as well as possession of CDS. Rollins, as the main target of the investigation, was also charged with multiple counts of distribution. Grover was released after questioning, while both Rollins and Hoofnagle remain in custody awaiting trial.
The operation marks another significant step in Calvert County’s ongoing efforts to crack down on drug distribution networks. The arrests followed years of investigations, including controlled buys, surveillance, and previous arrests. Authorities hope that removing these key players from the community will help reduce the flow of dangerous narcotics in the area.
